英文摘要In recent years, major disaster events occur frequently in nations the world over, the ability of traffic guidance system to respond to major disaster events partly determines the implement effect of the emergency traffic evacuation and rescue. The target of this paper is to enhance emergency response capacity of the traffic guidance system in disaster environment, discuss the framework of the traffic guidance system and the key technology of update electronic map, real time add disaster information, establish road impedance function, analysis optimal induction path. Based on the above theoretical research, design and develop the traffic guidance system for disaster emergency rescue use C# and ArcObject. The research results have important theoretical and practical significance in enhancing the ability of disaster rescue and administrative management to reply unexpected major disaster events.
