英文摘要	This paper is based on marine functional zoning and sustainable devlopment theories; and it takes into consideration of the land-and-sea integrity strategy. Through index selection and model construction on the studies of regional marine resources and environment carrying capacity, the development density, and the development potential, the paper establishes a scientific evaluation system, and divides the studied coastal area into three function zones: optimized development zone, key development zone and restricted development zone. The paper takes four coastal regions/counties in Dongying as examples.
