英文摘要	张庆才，厦门大学公共事务学院副教授，管理学博士。; 【中文摘要】在美国政策制定过程中，规制影响评估正扮演着越来越重要的作用。现有研究通常将规制影响评估仅仅视为一种科学决策工具，忽视其内在的政治工具性。一项规制政策提案不得不在其政治可取性与技术合理性两方面达成某种平衡，而规制影响评估为政治家与官僚之间达成此平衡提供了平台，平台背后的政治逻辑就是政治家控制官僚，以及由此引发的政治家之间控制权竞争。与此同时，知识也被嵌入到官僚的政治控制之中。理解和重视美国规制影响评估的政治逻辑，对于推进跨学科评估理论研究具有重要意义。 【Abstract】In US，the Regulatory Impact Assessment (RIA) is playing an increasing role in the policy process. However ，existing literature often considers only RIA as a tool of scientific decision，while political nature inside RIA is neglected or under-explored. There must be a balance for any regulatory proposal between its political desirability and economic rationality. RIA provides such platform where politicians and bureaucrats find that balance，while behind the platform is the political control of the bureaucracy and resulting competition for control between multiple politicians. Meanwhile， knowledge is also embedded in process of the political control of the bureaucracy. So，it will be of significant value for interdisciplinary RIA theory research to further understand and pay attention to the political logic of RIA in US.; 中央高校基本科研业务费专项资金资助项目“监管影响评估理论与实务研究”（ZK1009)
