英文摘要黄建忠,厦门大学经济学院教授、博士生导师;占芬,厦门大学经济学院博士研究生。; 【中文摘要】随着区域服务贸易协定的兴起,学界引发了关于“绊脚石”与“垫脚石”问题的讨论。 通过RATS收敛角度的分析表明,区域服务贸易协定的收敛是区域服务贸易自由化通往多边自由化的一种可能路径。各区域服务贸易协定规则之间的借鉴有助于缩小不同类型协定之间的差距, 从而减少“意大利面碗效应”;区域服务贸易协定的承诺水平的相似一定程度上意味着各协定对GATS的遵循;自愿合并协定的“GATS = ”特征表明它们更倾向于巩固各国在GATS下的承诺。因此,从区域协定收敛的角度来看,区域服务贸易协定更可能是多边自由化的“垫脚石”。 【Abstract】With the rise of regional agreements on trade in services,discussions have been going on about the problems of “stumbling blocks” and “ stepping stones”. Our analysis from the perspective of RATS convergence shows that the convergence of regional agreements on trade in services is a possible approach to multilateral liberalization from the liberalization of regional trade in services. Drawing on rules of different regional agreements on trade in services can help narrow the gaps between the different types of agreements,thereby reducing the Spaghetti Bowl Effect. The similarity in commitment of regional agreements on trade in services indicates to some extent the compliance of each agreement with GATS. The “ GATSR =” feature of voluntary merger agreements shows that various countries are more inclined to consolidate their national commitments under GATS. Therefore,fromthe perspective of convergence of regional agreements,regional agreements on trade in services are more likely to serve as “stepping stones” for multilateral liberalization.; 教育部哲学社会科学研究重大课题攻关项目“要素成本上升背景下我国外贸中长期发展趋势研究” (13JZD010)
