| 英文摘要 | 我国欠发达地区目前面临的问题之一是环境问题。欠发达地区支柱型企业在为地区带来巨大经济利益的同时，造成了地区生态环境的进一步恶化，主要表现为企业单位经济活动污染物排放量的增加和对地区自然资源的掠夺式开采。欠发达地区在发展问题上的短期行为一定程度地刺激了支柱型企业淡化环境保护，企业面临的资金不足也往往使成本最小化和经济利益最大化成为这些企业追求的唯一目标。 企业的环境管理体系（EMS）采纳系统工程的概念，应用生命周期分析的原理，研究企业在活动、产品或服务过程中产生环境影响的因素；通过相关的管理要素，明确职责，加强环境意识和技能的培训；企业按不同生产过程的特点，实施有效管理和控制；加强监督和监测，...; Environmental problem is one of the difficulties faced by the underdeveloped areas in China.
