英文摘要	随着城市化和信息化进程日益加快，城市规划管理方式急需变革。为了提高城市规划管理和决策水平，满足城市可持续发展，应用信息技术建立城乡规划信息平台已成为规划管理领域信息化的必然趋势。 本文对城乡规划信息平台的建设进行了研究和设计。城乡规划信息平台是以信息网络化、办公自动化、决策智能化为设计目标，选择ArcGIS作为地理信息系统平台、B/S软件体系架构、.Net、Ｃ#语言和MVC为软件开发模式，采用ArcGIS的GeoDatabase为空间数据库模型，实现应用系统包括规划业务管理审批系统、规划管理与决策分析模块、规划设计模块、电子报批审查系统、档案管理查询模块、法律法规查询系统、规划行政办公管理系...; With rapid development of urbanization and informatization, the management method of urban planning needs to change quickly．In order to improve the level of urban planning management and decision-making, meet the sustainable development of urban, applying information technology to build urban and rural planning early warning information platform has become an inevitable trend.
