| 英文摘要 | 改革开放30年，我国的城市化率从17.9%增加到53.7%。随着社会经济的飞速发展，人们对城市提供的资源和服务要求越来越高，这必然对城市的管理提出更高的要求，促使我们提出新的管理理论和管理技术，形成与时俱进的管理方法。 当前城市管理系统侧重于“集中管理”，随着城市面积的扩大，人口增多，新形式的问题不断出现，原本“采集集中，分派处理”的管理模式受到严峻挑战。单一的任务委派方式，面对日益庞大的案卷量无法及时做出调度分派。过高的集权度，时效性不佳，通过不断增加系统的体量来解决问题的粗放式方法显然不是长远之计。在城市化高速推进的大背景下，显得力不从心，不能很好的服务于城市日常管理工作。 本案以温州...; During three decades of reform and opening-up, the urbanization rate of China has increased from 17.9% to 53.7%.
