| 英文摘要 | 为更好的落实国家各项利农、惠农政策，统一、规范和简化财政性惠农补贴资金发放程序，确保涉农补贴安全、及时、足额到位，提高财政资金使用效率，课题组组织开发《惠农补贴资金“一卡通”管理系统》。 本文探讨基于软件和硬件的惠农补贴资金“一卡通”管理系统设计与实现。通过分析财政部门各类惠农补贴资金管理需求、资金拨付流程、银行支付程序等，在财政部“金财工程”[1]建设的指导思想指导下，应用信息技术手段，搭建惠农补贴资金“一卡通”管理系统，实现从预算安排、资金分配、资金拨付、农民领取等全过程的监督管理。 系统初步实现了惠农资金的分级管理、人员管理、安全管理；各项资金补贴政策宣传、基础信息的收集、汇总与录入...; The object of this study is to develop an “all-purpose card" management system on agricultural subsidies fund, which will distribute to better implementation of the policies to support and benefit agriculture, making the subsidies management process unified/standard/simple, ensuring the distribution of subsidies safety/timely/proper, and improving the efficiency of fiscal funds.
