| 英文摘要 | 我国近年来城市大规模扩张的趋势已十分明显，城市扩张在支撑经济快速增长、推动城市化进程的同时，也普遍导致了土地资源低效利用、城乡贫富差距拉大、农业耕地面积红线不断受到挑战、环境恶化等一系列问题。现有的研究主要从经济增长因素、政府间竞争、土地财政等角度分析其成因，而对于地方政府举债行为这一影响因素的讨论主要存在于定性分析层面。在地方政府主导的城市化进程中，土地资源成为地方政府通过抵押获得债务资金以支持市政建设的重要工具，从融资和支出两个方面推动了城市扩张。 本文运用合理的估算方法，从政府收支现金流的角度，估算了2004-2013年间31个省、市、自治区的地方政府性债务规模，并在此基础上从政府负债...; In recent years, there is an obvious trend of large-scale urban expansion in our country, which supports rapid economic growth and promotes the urbanization process.
