| 英文摘要 | “三农”问题与我国现代化进程是相伴相生的，我国现代化的过程也就是“三农”问题日益凸显以及逐步解决的过程。党和国家领导人历来高度重视“三农”问题，2004-2015年中央一号文件连续12年锁定“三农”问题。农民收入问题是“三农”的核心问题，因此，如何促进农民增收是政府部门亟待解决的热点问题，同时这也是难点问题。近年来，“三农”工作在“多予、少取、放活”方针的指引下取得了丰硕的成果，农村税费改革、财政补贴和农村金融创新等支农惠农政策得到了有效的实施，政府财政金融支农政策体系得到不断完善，农民收入逐年递增。然而，现阶段我国财政对农村资金的投入仍然难以弥补对农业的“欠账”，再加上农村金融体系不够完善，...; During the process of modernization, the issues of agriculture, farmer and rural area arise gradually at the same time, and they are solved step by step.
