| 英文摘要 | 随着社会经济的发展，对公共产品或服务的建设和运营提出了新的要求，但是我国目前的公共项目投资不仅总量不足，而且供给质量和效率也相对低下，政府有限的财力和垄断的供给模式已经不能满足日益增长的社会需求，引入社会投资的呼声越来越高。公私合作制（PPP）被认为是政府通过公共部门和私人部门之间的合作来提升公共产品或服务的重要模式。PPP的应用不仅缓解了公共项目融资困难的问题，也将私人部门的高效管理模式等引入了公共项目的建设和运营，提高了公共项目的投资效率。现实中PPP模式的施行基本是采用签订合同的形式，但是合作事项不可能全部通过合同列示出来，合同往往是不完全的，因而控制权的配置成为激励投资的关键因素。不同...; With the rapid development of economy, there are new demands for the construction and operation of the public goods.
