| 英文摘要 | 战略性环境政策是贸易自由化约束下战略性贸易政策的一种演变，它虽然以一国国内的环境政策为工具，但却是为开放经济条件下谋求贸易利益服务的。决策中使用的环境政策工具不同，取得的战略性贸易效果也将不尽相同。为解决污染带来的负外部性，并提高企业的出口竞争力，政府往往要运用多种环境政策工具的组合方能达到政策效果。同时，政府在决策过程中往往无法获得所需的全部信息，这种信息不完全将导致政策的扭曲和失误。因此，本文尝试在两国三地模型中考察环境政策工具组合的作用，并探讨如何利用政策组合减少不完全信息带来的不利影响。 本文首先考察了贸易自由化背景下，双边政府的环境政策合作行为和单边非合作行为；接着选取了排放标准、...; Strategic environmental policy is kind of evolution of the strategic trade policy under the background of trade liberalization.
