| 英文摘要 | 近年来，厦门市翔安火炬高新区、刘五店南部港区、厦大翔安校区、环东海域整治和大嶝海域整治等一系列新城区建设重大项目的全面启动，征地征海也造成了翔安区大量的失地失海农渔民。为保证失地失海农渔民的生活保障问题，当地政府提供了一系列生活保障政策。 为了了解这些政策的运行情况，本文通过问卷调查、实地访谈等方法，了解到失海失地农渔民的生活保障政策呈现着满意度不高、居民参与创业就业热度不高、进驻企业与社区互动效果不好、居民参与保险积极性不高等现状；这些政策存在着补偿机制功能发挥不足、养老保险补贴政策受益面狭窄等问题；主要影响因素有征收推进速度、家庭收入状况、年龄因素、政策认知度等。 借鉴其他地区的经验，...; With the rapid social and economic development in Xiang’an district, Xiamen city.
