| 英文摘要 | 随着改革开发以来中国城镇化进程不断加快，城市化水平不断提高。但是城市管理的矛盾也日益突出，出现了行政执法机构执法扰民和执法效率低等问题。为了解决这些问题，政府依据《行政处罚法》第十六条成立了城管机构，行使相对集中行政处罚权，推动综合行政执法。尽管城管机构集中行使处罚权取得了一定的成效，但由于法律依据过于单薄等原因，使得城市管理综合行政执法自成立之初就面临着合法性之争议。在执法实践中，组织管理体制不顺、执法职权界限不清、服务意识不强、执法手段简单粗暴等问题依然存在，暴力执法与暴力抗法现象屡屡发生，负面新闻很多，使得社会各界对城管执法合法性产生质疑。由此，本文通过分析当前我国城市管理综合行政执法的...; With the process of urbanization since the reform and development of China accelerating urbanization continues to increase.
