| 英文摘要 | 计划生育工作作为我国的一项基本国策，自1978年被写入《宪法》以来直至2013年启动“单独两孩”政策期间的三十余年间，主要执行的是“一孩半”的生育政策，期间产生了大量的独生子女家庭。在这些独生子女长大成人的过程中，有一部分不可避免地因为各种原因先于自己的父母离开了人世，留下了失去独生子女的夫妻俩，形成了特殊的社会现象——失独家庭。2007年，国家已经着手对这批人群开展了很多帮扶救助工作，2016年，国家又将此项工作写入了《国民经济和社会发展第十三个五年规划纲要》。然而，从实际工作看，政府部门开展的诸多服务管理工作离失独家庭的需求还有一定的距离，还存在着许多亟待改进和提高的地方。 本文将研究内...; The one-child policy was written into Constitution in 1978, and the two-children policy was carried out in 2003.
