| 英文摘要 | 2013年，为适应经济社会发展新形势的需要，我国开启了新一轮政府机构改革，卫生计生机构改革就是其中的重要组成部分。新常态下，做好卫生计生改革后的进一步融合发展必然成为一项重要课题。随着当前深化医改、人口发展转折性变化、生育政策的调整完善，卫生计生部门面临着工作方式方法的转变和机构职能的进一步转型。国家卫生计生委组建成立后，各省区市积极行动，统筹安排，重庆、上海、陕西等进行了积极的探索。世界各国也都进行卫生计生体制的不断改革，新加坡、美国、英国等取得了显著成效。 本文从政府职能转变、理顺部门关系、控制行政管理体制改革成本考虑，进行了模型工具建构。以厦门市翔安区的实践为例，卫生计生两个部门通过充...; 2013, to meet the needs of economic and social development of the new situation, to open a new round of government institutional reform, health reform planning mechanism is one of the important part.
