| 英文摘要 | 摘要 在我国，随着公共部门目标责任制的推行，公共部门的绩效问题开始受到普遍关注。尤其是新世纪以来，党中央、国务院坚持推行行政体制改革和管理方式创新，对政绩考评体系和绩效管理制度进行了不断探索完善。在这样的背景形势下，国家税务局总局于2013年底开始在全国税务系统实施绩效管理，并提出“一年试运行，两年见成效，三年创品牌”的整体规划。但税务系统的绩效管理毕竟起步较晚，且尚处于探索前进的阶段，在推行过程中存在诸多问题。 本文以福建省邵武市国家税务局的绩效管理实践为研究对象，采用PDCA循环系统研究视角，对该局绩效管理的有效性进行了全面客观的评价，并剖析了该局在绩效管理实践过程中存在的问题和不...; Abstract As the carrying out of the responsibility system of the public service in China, people are more concerned about the issue on the management of the performance efficiency.
