| 英文摘要 | 摘要 通过行政审批，政府实现对国家的管理，行政审批制度改革是政府加快职能转变的一个重要途径。从2000年起，福州市共实施三次行政审批制度改革，客观来讲改革取得明显成效。但是由于思想观念、利益格局、体制制约以及法律障碍等原因，福州市现行行政审批制度仍存在与社会进步和经济发展要求不相适应的诸多情况。随着福州市改革开放的不断深入，福建自贸区（福州片区）、福州新区建设的持续推进，迫切要求福州市持续推进行政审批制度改革，通过营造高效的审批职能环境，实现与国际先进的通商环境接轨，并有助于加快政府职能转变，充分激发市场主体积极性和经济活力，塑造一个公共服务型政府形象。 本文采用的研究方法有文献研究法、对...; Abstract The reform of the administrative examination and approval system is an important promoter and breakthrough for the transformation of government functions.
