| 英文摘要 | 《STCW公约》马尼拉修正案使我国船员培训面临许多新挑战，它在船员安全教育、海洋环境保护、新型航海技术应用及船员培训机构资质方面都提出了新要求。在这一背景下，本文以福建省为例，详细考察了《STCW公约》马尼拉修正案对我国船员培训的影响。首先，以公约和国家配套的政策法规为依据，福建海事局颁布了一系列与履约相关的管理办法；其次，福建省船员培训机构在培训项目、课程设置和教学内容上都作了调整，并通过各种措施来确保培训资质。本文研究发现，基于《STCW公约》马尼拉修正案要求的政策法规调整在船员培训实践中收到明显成效，但仍存在问题：主要表现为对普通船员的培养和船员的身心健康关注不够、新技术培训的设施未达标...; China seafarer training is facing with new challenges by ‘The Manila amendments to the STCW Convention’, which has brought up new requirements to the seafarer training of the country on such aspects as seafarer safety training, marine environmental protection, the application of new navigation technology as well as the training institution qualification.
