英文摘要	目前我国正处于转型期，在这个过程中出现了许多亟待解决的新问题，特别是一些社会性问题有愈演愈烈的趋势，比如，环境生态领域日益严峻的污染危机、生产领域经常见诸报端的矿难事故、食品药品领域频频爆发的安全事件和不良反应事件、医疗领域的医药价格虚高问题及社会保障不健全问题等等。这些问题不仅使公众遭受到了物质上的损失和精神上的创伤，而且导致了我国社会很多不和谐因素的增加，造成了社会的不稳定。因此，在转型期，政府应该练好内功，切实履行好社会管理和公共服务的职能，加强社会性规制，尽力避免不良社会问题的发生，营造和谐的社会氛围，以保证人民群众的健康和安全。 本文涉及对政府社会性规制模式的探讨，将从我国目前所处...; At present, China is still in the social transition period.
