| 英文摘要 | 海上石油勘探开发是一项高风险的活动，而一旦发生溢油事故，将会对海洋环境和人类社会带来巨大的灾难，墨西哥湾油污事故的发生震惊了全世界，墨西哥湾溢油事故是美国历史上最严重的溢油事故，美国对于海上钻井平台造成油污事故的处理已日趋成熟，海上侵权法律体系更加完备，其中以OPA90为处理油污损害赔偿的核心法律，而我国对于海上钻井平台造成油污事故的相关立法相对缺失。本文拟从墨西哥湾溢油事故出发，以OPA90的规定分析海上钻井平台油污损害赔偿涉及到的法律问题，以期为今后我国海上油污损害赔偿问题的研究起到抛砖引玉的作用，同时为未来我国相关立法工作提出建议。 本文除了前言和结语外，正文共分四章： 第一章阐述了...; Offshore oil exploration and exploitation is a high-risk activity, once oil spillage accident occurs, it will bring the huge disaster to the Marine environment and the human society. the Gulf of Mexico oil spill accident Shocked the whole world, it is the worst oil spill in American history.
