英文摘要	两岸和平协议是两岸关系和平发展的最重要标志,现阶段海峡两岸仍然难以商签和平协议。两岸和平协议实质上是国家统一前的过渡性协议,“一中框架“是其政治前提。海峡两岸的认知差异应当通过协商谈判的方式获得合情合理的解决,采取灵活方式,循序渐进地解决相关问题,包括程序性问题与实质性问题。; The cross-Strait peaceful agreement is the most important sign of the peaceful development of the cross-Strait relations.However,it is still difficult for both sides to sign the agreement at present stage.In fact,the agreement serves virtually as a transitional protocol before the country is unified while the "framework of one China"works as its political prerequisite.Therefore,the writer believes that the cognitive differences across the Straits should be resolved in a reasonable manner,and at the same time,some related problems including the procedural and substantive issues should also be solved step by step and in a flexible way through negotiations.; 国家社科基金重大项目“丰富‘一国两制’实践和推进祖国统一研究”(13&ZD052); 教育部人文社会科学重点研究基地项目“国家尚未统一特殊情况下的两岸政治关系研究”(12JJD810011)
