英文摘要	建国60年来,中国社会保障制度从“国家—单位制“逐步转变为“国家—社会制“,推动着社会保障覆盖面不断扩大,社会保障项目日益完善,但也加剧了社会保障制度的碎片化。因此,社会保障制度的改革就应该体现出从身份化到去身份化、从地域化到去地域化的整合态势,表现为社会保障制度实现城乡统筹与省级统筹、社会保障关系实现了跨地区转移接续、各统筹单位内部城乡居民社会保障权益的均等获得。社会保障制度去身份化和去地域化的双重整合内在地隐含着公民社会保障权从特殊到普遍、从特权到均等的演进趋势,体现了社会保障制度渐进式改革的逻辑必然,展示出中国社会保障制度的未来图景。; In the past 60 years,social security system in China has transformed from the State-Unit system to the State-Society one,in which process the coverage of social security has expanded,the social security program has improved steadily,but has led to the fragmentation as well.Therefore,reform of social security system should be an integration from identification to disidentification,and regionalization to disregionalization,that is embodied in realization of integration in rural-urban areas and at provincial level,the transferring and continuing of social security relations between different regions and gaining the equal rights for urban and rural residents within coordinated regions.So we had better to adhering to the fairness in bottom line theory in the reform process from identification to disidentification,regionalization to disidentification,which includes the evolution of social civil rights from particular to universal,from privileged to equal,reflecting the inevitable logic of progressive reform and demonstrating the future prospect of social security system in China.; 国家社会科学基金重大招标项目“普遍型社会福利体系的基础与设计”(09&ZD061); 2010年中央基本科研业务费项目; 2011年国家社会科学基金项目“事业单位人员养老保险制度分类改革研究”
