中文摘要	现行"城乡分治"的低保制度存在城乡差距较大,管理体制和运行机制不完善,信息化和法制化建设相对滞后,保障标准和分类救助制定不够科学,与再就业机制缺乏有效衔接等问题,不仅难以适应社会改革的需要,还会造成一定的负面影响。本文总结借鉴城市与农村的低保实施经验,提出建立全民低保制度,并探讨全民低保制度的设计原则、框架体系等问题,为完善社会保障体系建设、消除城乡经济社会二元结构、消除城乡居民不平等待遇走出一条新路。; The existing lowest life safeguard system which separates the rural area from the urban area, has some obvious problems, such as existing a greatly different between the urban and rural; the construction of legal system and information are relatively stagnant, the process of constituting safeguard standard and classifying the safeguard object are not scientific enough , lacking of effective connect with re-employment mechanism and so on. It not only fails to adapt to the requirement of social reform, but also exerts some very negative influence on the all-round growth of social economy.
