The global innovation paradigm is gradually from the "based on technology innovation" to the "based on science innovation". China should actively strengthen investment of basic research and frontier science and technology in order to truly become the "high-tech". As an important social science, management has great value for the innovation of science and technology, and the progress of the society. Now, Global management paradigm is from "based on control" to "based on creation", therefore, China should actively respond to the changes of this "high-emotion" paradigm in order to realize the synchronous development of "high-tech" and "high-emotion".
