This reform is not consistent with Constitution of the People's Republic of China,Organic Law of the Local People's Congresses and Local People's Governments of the People's Republic of China,Law of the People's Republic of China on the Supervision of Standing Committees of People's Congresses at Various Levels,Organic Law of the People's Courts of the People's Republic of China,Organic Law of the People's Procuratorates of the People's Republic of China,Judges Law of the People's Republic of China,Public Procurators Law of the People's Republic of China,Law of the People's Republic of China on Regional National Autonomy and other regulations. There are obvious legal obstacles. This reform may reallocate local powers,which relates to modify the system of People's Congress and the system of Regional National Autonomy. For settling these legal obstacles,it is necessary to take the reform seriously,to extensively discuss it and form a consensus,and to perform it discreetly.
