中文摘要	The electric networks safety and security is one of vital aspects of public safety and security in our society. It is same for the network emergency management system to the state emergency management system. The conception of electric networks emergency management system is analyzed. On the one hand, the system is used to monitor the networks globally based on the coordination of multi information platforms, and carry out preventive controls. On the other hand, it is used to predicate and evaluate risks, dynamically optimize accident dealing schemes and resource dispatches. It is an interactive platform to implement emergency preventive scheme. Further more, a framework of the emergency management system is proposed, which includes data acquisition and commutation, risk assessment and early alarming, decision-making and emergency commanding, post-emergency restoration, emergency information publication and emergency state simulation and training. In the last, the key technologies to the emergency management system are discussed.
